This is the San Diego module: THREE DIFFERENT LEASH LENGTHS IN ONE METRO. Eight feet in City parks and beaches (SDMC 63.0102(c)(2)). Six feet in County parks (County Code 41.123). Six feet on National Park Service land (36 CFR 2.15). And no length limit at all on general public streets, where County Code 62.669 governs and specifies none. A walker crossing from a city beach to a county park to Cabrillo in one morning is under 8 feet, then 6, then 6 — and most have no idea. Carry a six-foot lead and you're compliant everywhere.

Dogs need current county licensing and rabies vaccination — and in San Diego this is operational, not just paperwork: a CURRENT AND VALID DOG LICENCE is required to use any City off-leash area. So it's a check you make before you unclip, and an unlicensed dog simply cannot lawfully use a leash-free area at all.
