Leashes are required in nearly all Portland parks outside a designated off-leash area, and the penalty is real: a fine up to $150, or exclusion from parks altogether. Exclusion is the one worth noting — it doesn't just cost money, it removes your workplace.
Portland Parks rules for dogs · official source
Dogs in Portland need a current Multnomah County licence, required within 30 days of the dog reaching six months or of arriving in the county, and issued only on proof of current rabies vaccination. Licences run one, two or three years. This matters operationally: to use an off-leash area the dog must DISPLAY current licence and rabies tags — so it's a check you make at the gate, not paperwork the owner keeps at home.
