Phoenix inverts the rule you'll find in every other city in this pack. City Code 8-3.08 makes a restraint SHORTER THAN SIX FEET unlawful — six feet is a MINIMUM here, not a maximum. Everywhere else on this list, six feet is the ceiling. If you've worked in another city, this is the one that will catch you: a short traffic lead that keeps you legal in Chicago or New York is the thing that's unlawful in Phoenix. Note the section was amended by Ord. G-7524 in 2026, its third amendment since 2016, so check it's still current.
