Leash rules

Two regimes, and they now agree on the number. On East Bay Regional Park District land the maximum is six feet, and leashing is required in developed areas, car parks, picnic areas, on ALL paved multi-use trails, and within roughly 200 feet of trailheads — that trailhead radius catches people, because you are leashed from the car park until you are properly out on the trail. In the City of Oakland, OMC 6.04.070 sets the same six feet and expressly names dog walkers alongside owners and caretakers: the leash must be securely attached to a collar or harness at all times on sidewalks, streets, alleys, parks and other public property. Chain leashes and tethers are prohibited. And a dog left attached to a stationary object on public property for more than 15 minutes counts as at large and can be impounded — so tying a dog outside a shop while you collect the next one is a real risk here.

Licensing & vaccination

Standard California requirements — current rabies vaccination and county licensing. In the East Bay the permit that governs your work is the walker's EBRPD permit rather than anything the dog carries, but check vaccination at intake as you would anywhere.
