Miami-Dade Code 5-20(d) prohibits allowing a dog to be unrestrained or at large — and NO MAXIMUM LEASH LENGTH IS SPECIFIED ANYWHERE in the county code. That's unusual and it cuts both ways: there's no number to breach, but there's also no number to hide behind if an officer judges a dog not to be restrained. Work to six feet as a professional standard rather than testing where the line is.

Current rabies vaccination is required to use Miami-Dade's dog parks, along with two rules worth checking at intake: no puppies under four months, and no dogs in heat. Those are park access conditions, so a client dog that fails them simply can't be part of a park round.
