   Leash rules

   LAMC 63.44 B.2(d) is precise: a licensed dog may be in a city park only when led by a leash NOT MORE THAN SIX FEET, confined within a vehicle, or inside one of the enumerated designated off-leash areas. Three lawful states, and nothing else. Note the leash rule is conditioned on the dog being LICENSED. An unlicensed dog on a six-foot leash still doesn't satisfy the subsection.

   Licensing & vaccination

   Dogs must be licensed and currently vaccinated against rabies. In Los Angeles the licence isn't just paperwork: LAMC 63.44 B.2(d) frames the whole park leash rule around LICENSED dogs, so an unlicensed dog is arguably not lawfully in a city park at all, leashed or not. Confirm the licence tag and rabies certificate before the first walk and keep copies.
