Boulder regulates by HAND-HELD rather than by feet — there is no numeric length limit anywhere in the rules. A leash must be hand-held at all times unless the dog is Voice and Sight registered and you're on an approved trail. And there's a Trailhead Leash Program: you must leash the moment you leave the vehicle at any OSMP trailhead, so the walk from the car park is always leashed regardless of tags.

Beyond standard Colorado requirements, Boulder adds its own document for off-leash use: every dog needs a Voice and Sight tag, registered per dog and expiring 31 December each year. Registration costs $13 for a city resident, $33 county, $75 non-county — but renewal in the 1 November to 31 January window drops that to $5, $20 or $30. Additional dogs are $10 each and additional guardians $5. Miss the renewal window and you pay full registration price again rather than the renewal rate, which for a walker with a client list is a real avoidable cost.
